The site is free for users, but does offer paid features, as well. Picsviewr does have advertisements, and allows for your to market your own advertisements on the site by contacting the owner. Collaboration is essentially built into the service, as it only allows for the display of public photos. Picsviewr does not appear to have a dedicated space for students and teachers; however, it does appear to be appropriate for schools and classes looking to make picture slide shows, advertisements for course selections, or course related presentations. I would target this Web 2.0 tool to Middle School or High School students. Elementary School students could potentially use the service with help from an instructor.
